A semi-detached housing development is permitted there with a minimum plot size of 400m² per semi-detached house. Not so great with a plot size of 1038m², right?

but - that will be more than tight: 112 m2 for the exterior walls of the house and terrace.

Plus 56 m2 for the footprint of parking spaces and their driveways, garages, ancillary facilities, as well as structural installations underground.
That is a maximum of three parking spaces plus the driveway. No terrace!

hmm. with the size of 587 m² I would still have about 15m² of space for the terrace

So your building volume is 96.3 m2 plus bay window (without measurement cannot say exactly) let's say 8 m2. Remaining rather 8 m2 terrace.

Or with 587 m2 still about 15 m2. So your assumption is correct.

... you still have to complete the building within the floor area ratio I. "Right" is correct. 1038 : 2 = 519 = above 400.

Residential building 96.28 + bay window 6.90 + terrace 15.00
=103.18 m²
587 / 103.18 = 0.18 < 0.2 floor area ratio I

+ garage + driveway = 0.28 < 0.3 floor area ratio II
