You don't have to do a network overkill, but every new house should have a few network outlets. In my opinion, everything stationary should be connected by cable. Therefore, it is best to install a double socket in every room. Don't forget to prepare future hobby rooms and offices. Where the router goes is always a tricky issue. Many put it somewhere central. But in some corner, close to the floor, with a few cables and a cabinet, and then wonder why the Wi-Fi doesn't reach far. My favorite nowadays is router for connection and one or two access points on the ceiling depending on the floor plan. How should the telephone be realized?
This is a completely normal network cabling and has nothing to do with “Smarthome”. The faster the internet access, the more important it is to have a good infrastructure in the house. If you don't do anything now, you are on the level of the last century. Repeaters and powerline adapters are emergency solutions and have no place in new houses.
