The wiring must always be done from a central point. It does not matter whether it is the basement or the [EG].

Okay, excuse my ignorance, but to be sure: If I now place the central location for patch panel, switch, and router in the utility room on the ground floor, what kind of cable do I run from the APL in the basement to the patch panel on the ground floor, and what kind of socket do I put in the utility room for connecting the patch panel?

The Telekom guideline distinguishes between „dsl Kabel“ and „Duplex lan Kabel“.

And, addition: If the utility room on the ground floor now becomes the central place from which all LAN cables run, then another empty conduit should be laid from the basement to there with a view to fiber optics or other technical developments, right?

Then you need an RJ45 socket in the basement and one in the utility room to bring the "DSL" signal to the router. Connect the APL with the socket in the basement and the extra socket in the utility room with the router. The output from the router and everything else then goes into the switch. You can do that, but you will hardly ever use it. That would only be considered if you install fiber optics within the house. That has nothing to do with the "fiber optic Internet," which ends at the APL (HÜP), and from there it continues classically via copper. Better to have the connection from basement to utility room as a double socket; that should be enough as a reserve.

But only if the GF-TA is installed directly next to the HÜP. If the cable route is properly prepared, you can have the GF-TA built wherever you want. With most providers, 20m of fiber optic cable inside the house is included. Certainly not a disadvantage. But just search online for what requirements the fiber optic experts have for the cable route. Pipe size, pipe configurations, bending radii, …

That's exactly right technically if you want to do it properly. Everything else is more or less makeshift solutions and if you can plan everything anew anyway, this is advisable. Take a look at the Unifi access points, they come from the business environment but are not that expensive. One on each floor in the hallway on the ceiling. They get power via PoE. In the basement then patch panel, router and switch. You can supply PoE to the access points via PoE injector or small PoE switch. Think of LAN cables on the terrace (for possibly outdoor access point), doorbell (in case you want to install a smart one at some point, also PoE), and possibly also for PoE cameras (if you want video surveillance outside). I don't think Wallbox is necessary, many have Wi-Fi. But you can also consider that.
