The Energy Saving Ordinance is okay as a recommendation, promoting certain standards is also okay, but if I want to build more simply and am willing to pay for the gas, why should anyone forbid me to do so.
The Energy Saving Ordinance is basically just a "certain standard" (which is quite easy to achieve) – just ask who builds according to the Energy Saving Ordinance and who builds according to the (stricter) KfW standard because of the subsidy?
Also, why isn’t it allowed to do house electrical work yourself, it’s my house, why not do it myself, after all I’m allowed to install a heating system myself... or put in windows.
You absolutely can. Your house just might not be insured in case of doubt.
Why does city councilor Hufnagel want to forbid me from planting palm trees in my garden, my garden, etc. Well, at least in the U.S. you are free, even if unprotected. Aren’t we in Germany mature enough for that?
As long as the neighbor complains if your hedge isn’t properly trimmed or your driveway isn’t swept, and calls the police at night for noise instead of just ringing your doorbell and giving notice, the answer is: No.
