Hello,


It has already been in effect for quite a while; what you mean is the Energy Saving Ordinance 2016. Marked as 2016 to avoid confusion with the currently valid Energy Saving Ordinance.


That is certainly an earnest wish, but the upcoming Energy Saving Ordinance cannot be met with it; not even the reference house can be achieved.


Since only KfW 55 and better are funded from 01.04.16, you will not get around having a controlled ventilation system.


Under the valid Energy Saving Ordinance 2014 and controlled residential ventilation with heat recovery probably just barely – unless you build on the barren ASten. No, under the Energy Saving Ordinance 2016; not even with solar.

Ok. So Energy Saving Ordinance 2016. As far as I understand, the Kfw 70 house will then become the standard. If the concept we have come up with with gas condensing boiler, underfloor heating, KLW is not feasible, then we will probably have to consider whether we want to build at all and not rather choose an existing property. Building will become even more expensive because of this.

Avoid gas (at least as a heat source), initially the fireplace (you can already plan for the chimney) and switch to a heat pump. If your heart is really attached to gas and you want nothing else, then I am sorry for you. You always have to face a death; in house building, most builders experience a gap between expensive "wishes" and affordable reality. I/we also had a long wish list that then fell victim to the finances.

The thing is, if you're already building a chimney for a wood-burning stove, you can get a double-flue one for a small extra cost and connect the gas heating to the second flue.

For cost and durability reasons, I don't want a heat pump. I can already see with my parents' neighbors that there are constant problems with the photovoltaic systems after 8 or 10 years. Or with those who use a heat pump and are far from satisfied. High electricity consumption, low annual performance factor, constant adjustment problems, etc. They always say it’s just bad luck, but somehow everyone has bad luck.

Moreover, the investment costs for a heat pump are higher and operating it is more expensive. Natural gas will remain cheap for many decades. We all know the development of electricity prices and that probably won't change. Unless the government reverses the energy transition, which is rather unlikely.

That's why no heat pump. I also don't want a solar system for cost reasons. By the time such a system pays off, it will have long since rotted away.

Who is best to talk to? Architect? Builder?

The current Energy Saving Ordinance applies to us. We have gas + controlled residential ventilation and have just managed it.

Does anyone have the reference chain for why gas is not allowed under the 2016 Energy Saving Ordinance?

I would always prefer controlled residential ventilation over solar thermal and photovoltaic systems because I don’t like sitting in stale air and it is supposed to be good for the new building.

In my opinion, the gas price will remain stable over the next few years while electricity prices rise. Thanks to lower demand and stable supply (y).

P.S. Heat pump technology is already very old and extremely simple. If you don’t trust the technology, then you should dispose of your fridge and freezer, as they use the same technology. The operation is by the way cheaper in the long run, nearly maintenance-free, and a chimney sweep is also not necessary. I believe you have not seriously dealt with it yet and don’t want to either. By the way, we heat 300 sqm with a heat pump. Including hot water in the first year of use (which is rather expensive in terms of heating) for about €55-60 per month (5 people at a comfortable 22 degrees). Gas boilers are from my own experience extremely prone to failure. In the last house, we definitely paid about €3,000 for maintenance and repairs over 10 years. Now you have a negative report, are you switching to pellets? What I want to say is that you have to deal with the subject yourself. But just because of prejudices (which also applies to the price of heat pumps), to bury your dream house? That would be foolish.
