That is of course correct. The exciting question is who will manage within the remaining period of 3 weeks to provide a preliminary site plan and complete the BA. All surveyors and architects I have spoken to are up to their hair roots in work.
From my point of view, it only makes sense if the submission is confirmed by the building authorities. Otherwise, clever minds might come up with the idea to submit their BA on New Year’s Day – when the building authority is not working. That somehow does not seem logical to me; but I might be mistaken.
Edit: You could be right; explicit reference to a confirmation of the submission is not made:

[*]If a construction project does not require a permit but the building code requires that the builder notifies the municipality, the version of the Energy Saving Ordinance applies that was in effect on the day the builder notified the municipality of the project.
[*]However, if someone plans a construction project for which neither a permit nor a notification is required and no procedure must be followed, the decisive day is the one on which construction actually begins. The version of the Energy Saving Ordinance that is in effect on that day applies bindingly to the entire construction project.
[*]If a builder submits a building application or makes a building notification before the new Energy Saving Ordinance 2014 comes into effect, he can demand that his building be subject to the requirements of the new Energy Saving Ordinance 2014 if the building authority has not yet made a final decision on his building application or building notification.
