Although, in my opinion, given the expected above-average earthworks, we would now be at the question of whether a basement is overall more economical than the staggered floor (which would then, of course, be omitted). But the OP does not want to discuss that...

What happens to the remaining plot?

Filling?
Stairs to the garden?
How to support?

Earthworks costs.
Soil, transport, installation including compaction
At that height, I would request plate load tests

We have already discussed this topic several times and always came to the conclusion that a basement is even more expensive. Currently, it would hardly be possible to make a new design.
Assuming we do a basement, then the utility room and storage would have to go down. The pantry would remain upstairs. At least the study would also have to go into the basement, and then the proportions would not be perfect. Thus, the area would increase overall. Certainly feasible, but a study with daylight is more pleasant than without.


Filling up, since we don’t want stairs to the garden. The earthworks were roughly estimated at just under 20k. If everything works out, we should manage it for 8k. We are curious if it will work.

So, then please explain to me with which material you would fill the house area, carport, house entrance, and with which you would fill the garden?

Never 8. Even if you get the soil for the garden for free. Calculate how many cubic meters of material you need just for the area of the house, carport, driveway, and entrance area...

A basement level is not a cellar. It has normal windows. Usually, it is planned on the least attractive side with technical and storage rooms. The rest are normal rooms. Exactly how a solution could look here depends on the heights. If that works, it’s definitely cheaper than I had thought. Then you are right. But I can hardly believe it.
