And the rest is filled up for free by the earthworks contractor?

That would not be good. But we want to reach street level and not exceed it. My parents have this case, but their entire house is 1m above the street and since the neighbor hasn’t built anything, the land on that side is flattened. I understand that, but with us, where we want to be at street level... hmm... Thanks for the info. I definitely need to clarify this!

Not for free, but our site manager has many construction sites where he always has earth left over. So if we have some time if necessary, he can get it filled quite cheaply.

Which rest?
What is intended to be filled in equally with or without a basement is the land around the house. In that case, "rest" would be the wrong word. Basement yes or no only changes the filling under the house – that is then possibly done by the basement. So it doesn’t substitute more in terms of filling.

Filling counts from the original terrain, not from street level.

Does the development plan say anything about the filling?

I give up. You always have an answer for everything.

And you also seem to be familiar with the current prices.

How many times have you built in your life?

Earthworks can become very expensive. But if, like the thread starter, you get earth cheaply, many things become relative.

Earthworks are quite expensive here, but as you yourself outlined in #59, the filling under the house area is absolutely a lot, but relatively peanuts compared to the "rest" of the property. Substituting this small part of the filling with rooms and walls – offset against the costs of excavation, rooms, and walls – doesn't really make much difference.
