But that's exactly what's smart. A new building without roller shutters and venetian blinds - that's not smart. Ok, if the budget is gone at the end, fine. Sensibly, today people build future-proof houses that allow solar gains in winter and are bright and cool in summer (so venetian blinds on the south and west, no roller shutters). Together with ventilation with night bypass, the air conditioning is actually unnecessary if you (or the control system) provide good shading during the day. I don't know if you have ever seen a proper venetian blind in action, but when set correctly it’s bright as day inside and at the same time not a bit of radiant heat gets into the house.
And yes, an air conditioner is still an option. These days they cost almost nothing. By the way, in the Mediterranean region, people plan with large eaves and not with loophole windows. Because of a few weeks a year, you shouldn’t ruin the living comfort for the other 49 weeks.
