Is the tree in the plan already there or why is the house planned so narrow?

The upper floor is very solid, that looks good imo. Downstairs, the living area will probably be very tight. I don't think you can fit kitchen, table, and sofa on 8m in that form. I'm with our previous speakers on this. We have a wall length of 9m in the living area and that's just barely enough. One meter less and it already gets very tight. Not to mention the distance to the TV. I've recommended this many times here, print out the floor plan and your planned/current furniture to scale and try to puzzle them onto the floor plan. Then you can see very well if it works out. It's also a nice activity to imagine it together.

As already mentioned in the description, the house was planned that way by the developer and the building permit etc. was issued accordingly --> The exterior dimensions or building envelope are therefore already fixed.

Thanks for the assessment! Currently, we have our living-dining area arranged in just under 40m², i.e., with about 8m² more and a good kitchen design or an "attached" dining table, it will certainly be manageable. Not very generous, but with about 48m² I don’t see any problems on our side. More would be nice, but I don’t think there’s more to get out downstairs, except possibly with a double switchback staircase. I will create a floor plan with furniture in the next few days as soon as I find a suitable tool for it :-), otherwise the classic way by hand ;-)

No, the tree is not there. I did not ask the BT in detail why the house is planned the way it is and the reasons behind it. However, I did not consider it that important since the building application was already submitted and approved exactly as it is, along with the costs.
