Fencing in RLP: Is a small fence allowed on private property?

Ask the neighbor if he knows where his property ends. With the pulled-out boundary point, you will hardly get around a surveyor.

The neighbors who are also building new don’t know either, I have already talked to them. They are also unsure where it ends at the back and believe that the neighbor bordering from below is partly on their property. That is quite possible. It was unused meadow for many years, on our property the neighbor from below also had things, but he removed everything when work started on our side.

Who is responsible for the surveyor regarding the extended boundary point? I didn’t extend it, so I don’t really see why I should pay for it?

At the staking out, someone must have been there last, they should be able to give a hint ...

Well, what do you mean by tip - when I last saw the boundary point, it was lying within a 30cm radius around its original location on the ground. But that's not necessarily precise enough to put up a fence near the boundary - but not on the boundary - though. ^^

Worst case, you would thus leave 0.3 m of your property "unused" or use that of the neighbor (who also does not know his boundary). Doesn't this boundary stone also concern the nearest building neighbor, who has to call in a surveyor anyway? ... Have you reported the offense somewhere - after all, the stone is a legal document?

Not yet, but I think I'll do that. I wanted to ask the cadastre office anyway where I can find the rear boundaries or if there are any, or how that works.
