The thick red line is supposed to be the future garage? It is almost certainly not permitted there. No. No, unless you want access to the house through the garage, which is usually overrated and therefore not advisable here. But let's simply assume that nothing has changed since the public display of the development plan.

The property must be accessed from the "right" side because the yellow line is a pedestrian path and the yellow/green line indicates parking spaces.



It can theoretically, but then the height difference to the neighbor, who has raised their ground significantly, would be relatively high, which again leads to the feeling of sitting in a hole... also not ideal.
On the building plot, the height difference from left to right is almost exactly one meter.



The development plan only states:
1m distance to public areas and 5m clearance in front of garage doors, so that should not be a problem, right?

The property is probably not ideal since it will certainly be somewhat more expensive to build on than a completely flat lot.
However, I see a big advantage in that the garage/house can be well positioned towards the north, allowing for a good orientation of terrace/garden.
Does anyone have a rough idea what additional costs should be planned here? I am aware that it also depends on the subsoil, etc., but a very rough estimate would help me.

Better in the hole than on a hill - hedge in front and it's fine.

Why do you want to spend a five-figure amount just to get higher up because your neighbor did it?
Refilling is very individual, the cost
Catching depends on what you use

The house is slightly below street level, set lengthwise along the street. Then you have a large continuous garden in the back.

That’s probably true again, but something slightly below street level would then mean (viewed from the planned entrance) approximately at level 542. Which in turn means that one would still have to build up about a meter right at the "end" of the planned house and then probably have 2-3 steps or something similar from the terrace into the garden.

Or am I misunderstanding something?

The reference height was apparently adjusted upwards by two meters on the way from the cadastral extract to the development plan, and the neighbor, I suspect, only piled up soil insofar as to align with the reference height (which corresponds to the conditions at his driveway corner) and to continue this height into the sloping corner of the property - depending on their age, his kids will probably climb the neighbor's garage as a roof terrace. Furthermore, I suspect that the parking lane on the northern street has resulted in you having the adjustment of the reference height because you cannot enter from there. Apparently, 542.60 is now to apply. That would be quite close to your planned 542.00. At , you can see how it looks in practice when one averages instead of "brutally" piling up soil. I consider this a practical way: at one corner, 20 or 30 cm below terrain still does not make a house look sunken for a long time - even in an area where mounds are not uncommon.
