The general contractor will also have good conditions with the stair builder. For the concrete stairs, he would now have to commission a subcontractor, determine prices, and clarify logistics. And then there is the building construction, which may need to be adapted to the stairs. Decoupling from the stairs? I lack some expertise here, but all this can contribute to the price determination.
Yes, the architect told us the same in the initial meeting. Regardless of whether it actually costs more or less in reality, it is a change for the general contractor – accordingly, he has planning costs / safety markups, because he normally does not build/know/negotiate with subs for such things. If we found a general contractor where we had no changes because the construction service description fits us, that probably wouldn't be a problem for us. By the way, we have already inquired with 2 general contractors, they build about 10-15 houses a year, they would be something, but they are not building anymore this year due to capacity...
