Build all required parking spaces, even if they are not needed?

Blocked parking spots are often permitted as long as the "blocking" stays "within the family," i.e., for a second parking space of the same residential unit (otherwise tandem parking without the possibility of moving the blocked car would not be allowed). Here, however, the living area alone is the criterion for the number of parking spaces, meaning someone could also block their (sub)tenant.
The planner in this case probably spoke lightly and is apparently a sycophant who does not want to jeopardize his boss's contract gain. I am strongly inclined to agree here with the assessment of .

I didn't think the idea of parking spaces in the basement or ground floor was bad either! Maybe we can pursue that further?

Underground parking, yes, possible (but "not great," as Caaarmen would say). For a proper underground garage (with six spaces, in my opinion also particularly uneconomical), I don’t see any space here at all. Where would you want to place garages in double-garage narrow semi-detached houses? - that would practically occupy an entire floor!

If inside the house, then actually only as an underground garage in the basement. If the drawing is to scale, then that would be the option that still leaves a bit of usable land instead of a house on the parking lot anyway.

Of course. But then only what the documents provide can be examined. Google still shows our old house;)
Apparently, there are different inspection regulations in different federal states, districts, etc. Or different possible interpretations of the laws, e.g. a "may" formulation.

Maybe one should really hire an architect for this. Someone who can read/interpret the development plan and knows the area.

(I know the [Brauhaus], the Edeka, a good pizzeria, and a semi-detached house where people have already stayed overnight. Everything is quite parked up.);)
