Build all required parking spaces, even if they are not needed?

We had a statement like that from our construction company during the first house build as well

Is that referring to my statement? So what kind of parking spaces did the building authority want to have from you?

The building authority then gave us a warning and made a rude gesture during the inspection, and we had 6 months to deliver the parking spaces.

That is then not good advice. I would avoid it and try to find another solution.

Yes, we are planning 2 parking spaces. For the 3rd one, we currently have the following options:
1- In the driveway: The architect says that the building authority will not accept that.
2- On the other side of the property, which requires a second entrance from the main road: The architect has little hope that this would be accepted.
3- A duplex garage.

Show the site plan of the current planning status, there will surely be people here who can help you...

The architect says he is sure that the green garages and parking spaces would be accepted. But he has little hope for the yellow ones (only the bottom right). The only alternative from his perspective is a duplex garage instead of the garage and keeping the green parking lot.
