My suggestion in post #44 was based on the assumption that the HAR would then have to be extended all the way to the street side due to non-overbuilt lines. In such a location, that is actually the ideal approach – however, my "thinking error" was to treat it as the only option. In fact, it is also possible to locate the HAR in a partial basement on the valley side. But then it is necessary to place it on one side. To avoid overbuilding the lines routed in the lateral building set-back, no garage or covered parking space with a solid floor can be placed above them, which one would otherwise like to do in such a location. Instead, one must settle for an uncovered parking space, whose paved floor could be easily removed in an emergency. On the other side’s building set-back, one could, of course, still place a classic garage.

Ok, I will include that in the planning. However, we cannot build a driveway on the left/west side of the house, because exactly there on the street side the streetlight and the telecom box are located ‍♀️
But we don't need a garage anyway, and with a carport the stones could be removed.

So you mean that split-level will be cheaper than a partial cellar that is a utility and living cellar and thereby also saves further sheds, etc.? Does the wall between the hillside level and the street level, since in contact with earth, not ultimately have to be executed as a kind of "white tank" (waterproof concrete structure)? How many meters of height difference can still be accomplished relatively unproblematically with two offset floor slabs?

I thought we had agreed by now that a partial basement would suffice for your use as a utility basement (?), I consider split level unsuitable anyway, since a wheelchair-accessible retirement home is deliberately being aimed for; furthermore, split level makes no sense if the terrain within the house footprint has a height difference of a whole storey.

Ok, so we are talking about a valley-side partial basement (half a basement costs 75% of what a full basement costs) and all the required living space remains on the ground floor. OR, as others think, a split-level house where the required rooms are at street level, but the guest room and utility/housekeeping room could certainly be on the lower level. Ultimately, if really necessary later, one could also install a stair lift for the not so high split area.
