Basement living versus more living space on the ground floor

I am building a hillside house with a basement living area by coincidence, with an external staircase, retaining walls, and embankments.

A basement living area is actually not desired, but only a last resort, for which alternatives are now being sought.

@HalloClarissa can you please properly draw the plot into the development plan? With such an extreme slope, precise planning is absolutely necessary.

To consider how you can come up with an affordable solution, it is important to know what the development plan says and what the site plan says about the blue line or plot boundary. It looks to me as if there is only a building envelope? Nevertheless, you need to know if there are any restrictions.

Above "WA" are endpoints of rays, which probably originate from usage templates. In hillside development plans, I would also be surprised if there were no statements somewhere about ridge and valley side eave heights, etc.

If you are worried about my financing: thanks but not necessary, I no longer need to take out a loan. As for the property drawn in with a finger... unfortunately, my phone does not have more technology. I do not have any detailed documents yet, as the extended soil survey is still outstanding and the building area has not yet been finally surveyed. Currently, I am planning with the development plan and the drawing I have already posted here. But that is not necessarily related to my actual question.
