130 € without household electricity for new buildings that were undersized is not so unlikely – we have also read about horror scenarios where they consumed their 4500 - 6000 kWh (topic Nibe and Viebrockhaus). But that will probably get better. No one says that gas is bad, right? Even from an ecological point of view, the BUND says that heat pumps that do not achieve a seasonal performance factor of 3 are not really environmentally friendly (this may have changed somewhat as the electricity mix shifts/has shifted). However, if you now decide on a well-designed brine-water heat pump with a seasonal performance factor of 5 and the 5,000 € subsidy from the BAFA (new for new builds), they are no longer so uneconomical... The heating load of your house is relatively independent of the number of users, as it concerns the transmission heat loss of your house (+ ventilation). A flat rate per person is then added for hot water load, but that is not so significant.
