Heat pumps are supposed to be much more expensive than a gas condensing boiler with solar. Maybe something will come out starting tomorrow because the BAFA subsidy for heat pumps is supposed to come into effect from April 1st, where new buildings are also subsidized with €4000. Then I would reconsider the whole thing.

The new Bafa funding in new construction is only an innovation subsidy; it is not generally available for heat pumps. For that, a seasonal performance factor of at least 4.5 is required, and not all achieve that. If they do, then the innovation funding is granted at the level of the basic funding, i.e., 4,500 euros.


You must comply with both the Energy Saving Ordinance and the Renewable Energy Heat Act. The latter states (simplified) that you must cover at least 15% of your energy regeneratively. At the minimum, that is solar thermal on the roof. However, if you save the 15% compared to the Energy Saving Ordinance by other means regarding primary energy demand and building envelope (more insulation, better windows, etc.), then solar, etc., can also be omitted.

That means either a house with 100% primary energy demand, of which at least 15% is renewable. Or a house with a maximum of 85% primary energy demand, which may be generated entirely fossil fuel based. Correct?

Correct, but also 15% for the building envelope. Although the primary energy value would not fit anyway with fossil fuels without this measure...

Basically, it can be assumed that with a 5% reduction in primary energy demand and at the same time at least 15% better building envelope, solar panels on the roof can be omitted. Walls, ceiling/roof, and the floor as well as the windows require stronger insulation. How to best implement the 15% rule must be calculated individually for each specific building.

I don’t understand the second part of the sentence :-(. Also in the sense of "additionally"? Isn’t it enough to reduce the primary energy demand to 85%? What else is supposed to happen to the envelope? Or do you just mean that these are improvements to the building envelope that reduce the primary energy demand to 85%? Now I am confused again. What is a better building envelope? How is "better" evaluated if not by the primary energy demand of the house? In other words: measures to reduce heat losses (e.g., to the envelope) reduce the primary energy demand to 85%: Done, the builder is allowed to install a gas condensing boiler without a heat pump, without solar thermal, without photovoltaics.
