Do you have an open roof structure there?
Then tile the shower only as high as the partition wall (in our case about 220 cm), the toilet and washbasin as high as the installation base, bathtub tiled, behind the bathtub the tile height should either align with the tiles (so that no cutting is necessary) or be in some relation to the window.
We have white wall tiles and dark floor tiles and the bathtub was tiled with the floor tiles. Since we have a very bright bathroom, that looks good; without our large double casement window it would probably be a bit dark.
What I want to say: you don’t have to have the same tile height and type throughout the entire bathroom. This can also create distinct areas quite well.
Here is the shower, tiled about 220 cm high (as high as the shower partition), upwards it is open to the roof structure and therefore "floor-to-ceiling tiling" was never an option anyway.

The shower from the other side and with the washbasin – the installation base was also tiled there (the horizontal areas with the floor tiles):

Around the bathtub we used the tile size as a measure: to be precise; one tile above the bathtub edge:

And then extended that all around; but limited by the double casement window:

As I said: the tub was enclosed with the floor tiles and we then also took them for the wall in that corner. That fits very well because so much light comes from above through the double casement window. Otherwise it would have become too dark for me. But here with only light tiles it would probably have become glaringly bright.
But overall we have three different tile heights and I don’t think that looks inconsistent. The areas are clearly separated, that works. Of course it always depends on the bathroom.

No, we don’t have an open roof structure. The ceiling is normal. I also don’t find the different tile heights disturbing in your case. I should now have such pictures of our bathroom, then the decision would be easier for me.
