Exactly, during the process of proof of use you receive a list of what needs to be submitted. Invoices were not requested, so I did not submit them either. I only provided sums (so I could have made something up that I don't have) and that was sufficient.

That's a different discussion… Equally irrational, however, is to promote the room controller but not the actuators.

The program was discontinued as of 31.12.2020. The basic requirement is initially that you applied for the subsidy by then. Otherwise, to my knowledge, it had to be a ground source or air-to-water heat pump in new buildings (with corresponding efficiency). As far as I know, there were only further options for existing buildings.
