Let your creativity run wild. The problem with concrete examples is always that someone comes around the corner and says "nonsense."

Just some ideas:
Presence detector: Detection of long-term absence in the house or individual rooms
Weather station: Forecast decision on the heat demand for the following day
Window contacts: Alarm for windows left open for a long time during the heating period
Blinds: Maximization of solar gains and minimization of heat losses
Logic blocks: The system learns usual habits/presence and absence times and adjusts the heating output in good time
Air sensors: Regulation of the controlled residential ventilation to avoid unnecessary window ventilation

The funding with KNX or similar things does not apply to district heating-based heating systems? Or is anyone aware of something?

I understand everything you write. But between us, then you are relying on them not thinking, right? With the inertia of today's heating systems, this can't be implemented effectively. As I said, honestly asking. Edit: I am asking this against the background that the actual credo is always: the heating regulates itself.

...and yet the ERR obligation...as useless as it sometimes is...

The question of whether one thinks about it or not doesn't even arise...you submit everything and hope for the best...as always with funding...

P.S. It doesn't work completely without regulation...with all the self-regulation effect, the source of energy and the distribution still need to be somewhat regulated.

That's how we'll do it too. Still, I would be interested here among trusted people how you assess the chances that something like this will pass. Sure, I hope they just approve it. But somehow I can't imagine it, objectively that would just be stupid.

I see that differently. You may be right that a short-term reduction brings little benefit, but that only affects the PM from the list above. In general, energy that is not lost to the outside does not need to be reheated. So if I get the heating to run evenly in a foresighted manner - ideally modulating as well - then that can very well bring benefits, instead of crudely cycling between 0% and 100% based on ERR and just chasing the temperature sensor with the consequence of overshooting temperatures.

Incidentally, BAFA itself states that even the simple display (Visu) of temperatures and consumption is eligible for funding. A display alone can never influence the heating, but obviously the assumption is enough that residents behave more energy-efficiently using the display.
