Well, this crank also has to be in the right room. The ones from Schwabenhaus even wanted the first roller shutter to be installed on the surface so that the fire brigade can open it from the outside.

Of course, it has to be in the right room. The OP mentioned a "second escape route through the window over the garage." I don't understand where the problem lies – is appearance nowadays more important than one's own life or that of relatives? If appearance is really valued so highly, then the escape route can still be ensured through a second staircase inside or outside the house... Regarding Schwabenhaus: I suspect it also depends on the respective state building code, which federal state was that?

One with a hand crank facing the street is enough. The window man who brought the crank said no one actually installs it anyway, he’ll just leave it there for me, what I do with it is my concern...

We also have to plan a second escape route for the ground floor and upper floor because we want electric shutters. Not particularly bad (except that the extra cost of 250 euros each annoys me), since the hand crank doesn’t hang around permanently anyway but can be inserted into the designated hole only in an emergency.

What bothers me much more is this madness of regulations: from the inside, the window must be able to be opened at any time, from the outside it is sufficient if a ladder can be leaned against it. That means if my place is on fire, I crank the shutters up but cannot get out of the upper floor uninjured without external help. At least then I have some fresh air.

If you are planning venetian blinds somewhere, you could ask if those would suffice as a second escape route.

Do you seriously prefer not being able to get out at all because the first and only escape route is smoked out? Feel free to explain to me the difference why it is better to get out with help on the first escape route than on the second escape route.

Yes, that is certainly true. With us, ALL roller shutters go UP IMMEDIATELY as soon as a smoke detector alarms. The power outage issue of course does not solve that... no question.
