Second escape route problem due to electric shutters

Why don’t they just leave out the electric roller shutter on the window then?

Sure, you could also leave out the whole roller shutter and install a blind inside for 29.99. It’s just a comfort feature. As a rule, even in case of fire the house wiring will still function for a long time, since the roller shutters partly have their own circuits. Unless the distribution box itself is burning, the unaffected circuits will continue to work: you press the button, the roller shutter goes up, and that’s it. This is only about worst-case scenarios like fire and power outage.

Isn't there almost always at least one room upstairs that works well without a roller shutter? For us, the utility room and the storage room upstairs were never planned with roller shutters, without us being aware of the escape route issue.

I don't know when I would ever lower the roller shutters there, so we simply left them out entirely.

I meant why not simply leave out the electric on that one (escape) window and install a roller shutter with a crank there.
