"Replacement construction" of a fence no longer permitted according to the development plan

Well, what cities or municipalities want or don’t want and what is fair and just are sometimes two different things. ;) But presumably, it will indeed come down to renovation rather than replacement construction.

What is behind the fence if the municipality intends to dismantle it, and you tend more towards a privacy slatted panel fence? Kindergarten? Building materials center? Nudist camp? or actually just a mean neighbor?

Although your post made me smile, the reality unfortunately looks much more sober: A narrow sidewalk, then a narrow street with many parked cars, and then forest. On weekends, the forest access is very busy with visitors. Since it is located at the very top end of the property, one has a free view of the property without the fence. With the new construction, all of this will change a bit - but for the next 3 years we will initially use it as a garden and are therefore happy about the privacy screen.

Understood. In this case, and also because of grandfather rights, I wouldn’t invest much there, except maybe replacing the few boards that are about to rot. If you build in three years, you can seriously think about privacy screens then. If the rotten fence bothers you too much, start planting dense hedges now; they will have grown nicely in three years and ideally be "ready" by then. Cheaper and more attractive than wire mesh panels with plastic inserts, definitely.

I think these statements contradict each other the most: That is probably the ugliest thing you can impose on your surroundings and the city. One can only hope that more cities and municipalities anchor the ban in the development plans. Just plant a hedge! Until it reaches the height of the fence, leave the plank wall standing.

Even though I feel somewhat taken aback by your rather rude choice of words from my perspective, I still want to try to respond to your post in an objective manner: It is not about creating a permanent situation with the replacement structure. The situation is simply that I currently have an enclosure there that in many places appears to need much more care than just a bit of new wood stain. Unfortunately, at some point the effort involved in renovating 35 meters in length and two meters in height became excessive. Especially since whatever I put up there now will disappear in 3-4 years anyway, when we want to build on the property. From my point of view, anything is better than the rotten, just over two meters high barricade made of planks in dark brown. On the lower side of the property, from which it is currently accessed, it will probably be exactly what you now suggest: a hedge, probably in combination with a double rod mat fence, which, however, will be positioned behind the hedge as seen from the street. But I already know that the cherry laurel bushes that I will plant there along about 35 meters have a future. On the upper side of the property, which has been the subject here so far, it looks different. A hedge is ruled out there in my opinion, because I already know that I will have to get rid of the plants in 3-4 years. I do not want that, and I cannot offer the bushes on my property a future. At the same time, however, I want to maintain the status quo regarding privacy as much as possible. But in a technically reasonably sound condition. Since the prospective dependency is foreseeable, the solution should also not be too expensive. I could recycle the double rod mat fence later for the sides of the property – then of course without privacy strips. Regardless of the provisional solution, the final state will look completely different and will relieve the city of its misery. Completely without a ban.
