Who actually controls the proper installation of the surface drainage required in the building application/building permit? I mean, does someone come by and check the size of the cistern, the presence of a soakaway, or the joint spacing of the permeable paving?

So at least someone from the municipal utilities came by and looked at the whole [Chousse], sealed three water meters (ground floor + upper floor service water from the cistern as well as the emergency filling of the cistern). That's why I now pay slightly less fee every month. But "financially, it will only pay off in the long run with significantly higher water prices despite connected toilets, washing machines, and outdoor water tap (garden). 5.8m² concrete cistern, domestic water system and excavation including separate piping have cost an estimated just under 5K."

That's why I mentioned earlier somewhere that in the end, no one cares about the execution. It is just a review and approval based on documentation. You are yourself obligated and responsible regarding the execution.

I think most people also don’t want a rotten pond with mosquitoes and vermin to develop in their garden :D

We had no base inspection, we had no building inspection or anything like that. No one ever came.

The only thing that really happened - and that without prior notice - was the on-site inspection regarding the drainage. You submit an application beforehand with a sketch showing roofs, paved areas, etc., to then determine the fees.
