We also built a prefabricated house and after the screed we still had the following work to do: filling Q3, installation of heating and ventilation, final electrical installation, final sanitary installation, exterior plaster, floor coverings, painting. You cannot set a 5% discount for that.
Therefore, you cannot generally say that 5% is okay for a prefabricated house. Even in the other case, 5% after the screed is clearly too little, and if your builder is not willing to negotiate, I would really consider whether a change might be better.
There could of course be mitigating circumstances if you have several positive personal preferences and you know that the company is financially sound.
