Oh no, that old envy argument  I just have no understanding for having to co-finance the unrestrained greed of certain people who cunningly arrange everything to their advantage.

At my last employer, a new HR manager was hired with the new executive management. Everything was supposed to become younger, more dynamic, and more health-oriented. A young guy who came from the startup sector. One of his first ideas was to offer free, healthy snacks for the employees - fruit, nut mixes, fitness bars. After three months, the experiment was discontinued because there were some employees who hoarded fruit and fitness bars as soon as the delivery service brought the new shipment. And relaxed in the afternoon making a fruit salad, thus saving on their own meals. Or took the bars home for sports after work. Appeals to behave more collegially and responsibly fizzled out. In a bigger discussion, the argument was then made that it hadn’t been specified how much each employee was allowed to take and that they could have simply ordered more. Not only were there no more snacks afterward, new ideas like more home office opportunities were no longer enforceable.

For us, it was clear from the beginning: Everyone only one roll/sandwich/wrap from the bread service in the morning. From 11:30 on, leftovers could be eaten. The fruit always lasted a week.

When I left, there were 80 employees at the site - it still worked wonderfully.

Yes, probably the rules just weren’t defined at your place.

Well, the subsidy is not new, and if it wasn’t wanted, it would have been discontinued long ago.

Something similar came to my mind: I am invited to a family dinner and the hostess puts 4 schnitzels on the meat platter because she has 4 guests at the table. The very first person grabs all 4 schnitzels, of course without side dishes, because he thinks schnitzels are so great.
Is he wrong? Nope, there’s no law against it.
Justifying any stupid behavior solely by the fact that it is not explicitly forbidden or that there is no law against it, should not be accepted as an argument by reasonably socialized people.

Not everything that limps is a comparison :D

We all don't know what the OP's house looks like and who is really supposed to use it.
As long as two residential units are created that comply with all standards and can be used by two households, it doesn't really matter whether they are related or connected by marriage, or whether it is rented out.
I think it is obvious in this case that there should probably be no funding if the builder already allows himself to sign that the conditions for separate residential units are not met, everyone here agrees on that ;)

Even without etiquette studies or a definition of decency rules like at the breakfast table in daycare, an adult can know something like this. Are you serious that rules have to be defined for adults, including parents of small children? I can't believe it!
I would suggest: Simply remind oneself of the words routinely recited to one’s own little ones at the dinner table and called "courtesy": "Behave yourself properly, or I'll send you to your room, Ben-Oliver."
