Is forced release of roller shutters on a window mandatory?

Would that also be the case with a general contractor (GU)? We also have electric shutters and venetian blinds everywhere, and the topic was indeed not discussed there. We did the electrics and interior work ourselves, but the windows, shutters, and shutter motors were installed by the general contractor (GU).

In NRW, the 2nd emergency exit is also mandatory and during the first house construction, the building authority immediately objected to it - the general contractor was unaware of the regulation. However, it was then planned accordingly with a manual crank on each floor. During the second house construction with the same general contractor 7 years later, I already knew about it and pointed it out right away, but this time we insisted on a roller shutter motor with electric drive AND manual crank. At first, it was said "not possible, doesn't exist," but if I can buy something like that on the internet, it definitely exists for the general contractor too. Ours are from Somfy. And since we have home automation to control the roller shutters, only a manual crank would have been completely out of the question. It has now been implemented that way and that’s it. So in our case, both the building authority paid attention to it during approval and during the inspection by the city before moving in (approval of occupancy...).

So, I have now received information from the building authority. Two escape routes are required! 1 = apartment door and 1x through a window accessible to the fire department. The window must also be able to be opened from the inside in the event of a power outage. Therefore, either a manual strap, crank, or battery is needed. Really great. Why didn’t the BT or the roller shutter manufacturer tell us this? Now I have the stress of how and who is going to remodel what...
