Is forced release of roller shutters on a window mandatory?

So, I bought the condominium as a turnkey build with normal roller shutters. However, I was offered to convert to electric roller shutters directly with the roller shutter installer. I got the tip from the builder. Offer, execution, and billing (surcharge for the electric version) all through the roller shutter installer! But only the surcharge! So the builder and the roller shutter installer knew well before acceptance that I wanted to convert to electric roller shutters! However, neither knew that a second escape route must be available for electric roller shutters. With the normal manual roller shutters, this would have been present. But with the electric ones, due to the risk of power failure, it is not! That’s why now the stress about who has to do what and how...

Does an axe behind the curtain also count as an escape route? You’re definitely faster than cranking.

I would hold the roller shutter installer responsible, because after all, it is his job to install the shutters according to standards. And a second emergency exit must surely always be present on floors. I'll google it. In this respect, the roller shutter installer has to pay attention. This is not his first time!

You can move venetian blinds, they are not rigid.

Yes, I will do that. Everyone says to me, "In an emergency, just break the blinds off." That’s faster than using the hand crank... But I’m concerned about the insurance coverage! I don’t want the fire insurance, etc., to not cover in case of emergency.

Are you sure? The roller shutter maker delivers what is agreed or tendered. The person awarding the contract and therefore the planner is . Of course, the roller shutter maker could have pointed out that there is a standard. I also don't believe that he should have never heard of it.

We had to sign to the architect that we waive sun protection on the south side after instruction (this was before we decided on roller shutters), the staircase must not be built without a railing, a window on the upper floor must have at least 80cm of parapet or a grille as fall protection, the electrician instructed us about the smoke detectors a year later because there is now a different regulation. Surely there are more of these hazard regulations, the roller shutter installer will not be excluded from them, will he?
The client (end user) cannot know.
