Why would anyone want something like that, for looks or what?
Just have some drawn in on the building permit and then simply don’t build them. Many in our new development area only installed them years later.
I hardly believe anyone will come to check.

I wouldn’t bet on that. Since we didn’t like either (glass) French balconies or fixed lower glass elements (which we currently have), we have now taken the middle ground and planned the windows not quite floor-to-ceiling but with about 40 cm of a parapet. Visually we like it, the building authority is satisfied, and it can also be cleaned.
