Full agreement, although the building authority does not care about that. Even in our case (roof terrace without fall protection), access to it must practically be blocked.

My drunk person would have to be awake enough to find all the hidden keys. This what-if fantasy is certainly not too narrow for rented apartments or multi-family houses. But if you know which residents have access to which rooms, the risks are manageable.

I just wonder if the supervisory officer can go along with this idea.

He certainly can. And rightfully, he will consider something in the lived practice. In addition, he is responsible for the compliance status at the time of acceptance. What you do afterwards is largely your business and your liability risk. It is not productive to try to get the inspector to turn a blind eye to anything. Your private house is not losing any kind of approval or threatening to be shut down.

Google "Warema Visio Neo." We have those too. The venetian blinds run on the outside. We've had many visitors who asked how we did the fall protection (looking from the inside). They really hardly stand out when the windows are closed.
