Just for storing old files, you don't need a fully converted attic. A walk-in one is sufficient.

We now have an absolutely dry basement and fear that there could be losses in the unfinished attic.

Well, as I said, since the staircase has no function anyway as planned in the design... the whole thing has to be completely reconstructed around the staircase anyway...
