We would like to have everything, including the building application, done by the architect and then build with a construction company.
Otherwise: I recommend commissioning all service phases for a new building (staggered). In the tenders and construction supervision, Mr. Architect also plays to his strengths.
I always recommend the following (see also, unfortunately not linkable here and to be googled with quotation marks: "Ein Hausbau-Fahrplan, auch für Sie: das Phasenmodell der HOAI!"):
1. "Module A": service phases 1 and 2 with the option to extend afterwards if the "chemistry" with the architect fits
2. (very important!): a break, which I call "dough rest"
3. "Module B": service phases 3 to
5! (because the
detailed plans should come from the hand of the
designer)
4. (optional) from "Module C" (service phases 6 to 8) at least the tender – but ideally preliminary planning, planning, tender, and construction management come from the same hand!
An architect who only offers service phases 1 to 4, I would never accept: these are usually theoreticians with two major weaknesses, namely construction supervision and cost estimation.

In this inconspicuous introduction lies the actual explosive material: a mid-terrace house planned without coordination with the two neighbors is a big mess, and one can (by building deeper than at least one of the neighbors) very easily even make a huge mess out of it: :-(
