Yes, exactly.
Is it mandatory in Austria to integrate the garage into the house?
Not that I know of. I integrated the garage into the house because I need the basement anyway to compensate for the slope to have level access to the terrace.
Theoretically, I could make a flat roof with a terrace on the garage. But I am a bit wary of flat roofs.

Whether the 9 m span works is determined by the structural engineering. For our garage, it worked; for the house in the basement for me, it says the ground floor required beams at much less than 9 m.
The budget does not match the house. My tip is to find someone who plans the basement and ground floor together, including execution. When I think about how often the architect was on our construction site, sometimes even with the construction company and the structural engineer – never separately.
Do not underestimate the outdoor area. As you have drawn it, you need a six-figure amount for retaining, removing, and filling.

A 9 m span is indeed possible, but then there is a beam and plenty of reinforcing steel. That simply does not fit the budget.Whether the 9 m span is possible is decided by the structural engineering. That is also planned that way. My parents have created slopes everywhere and do not need any retaining walls.I was thinking here of a hybrid UG concrete EG and roof wood.
