The inquiry referred to the neighboring plot to the south. 1228 should be building land.

What does "Baulinie" mean in your area (for us, it's a building boundary to which you have to build up to)?
I see two thick lines, one black and one red. You apparently checked multiple layers to display simultaneously in the online cadastre, which here interfere with clarity.
Oh, probably the boundary between inner and outer areas is meant.
