I had kind of explained it to myself like that by now and even managed to add this sentence, but I was too slow to write "Edit" before this addition (without forbidden ...). No, not everyday vocabulary, but you don’t have to be an engineer or lawyer for it. I don’t know the content and can’t even guarantee to you the existence of state building codes in Austria, but I would be very surprised if from Burgenland to Vorarlberg the same catalog underlies the municipal building regulations nationwide. I have no clients in Austria, as the variety of federal German regulations already seems more than colorful enough to me, and understanding these works takes time.

Yes, but only to a limited extent. However, with the hybrid (basement partly concrete and masonry with concrete ceiling and upper floor in wood) it is not a structural problem.
