We don't like the floor plan,

The garage is not permitted as shown, because the 3m building line at the top of the plan must be observed. Only on the right side towards the neighboring plot is boundary development possible.

I will believe that only when I have seen the complete development plan.

I have already posted the excerpt from the [Bebauungsplan]. The thick dash-dash-dot line that is highlighted in yellow is the building boundary. For me, that is clear.

Well, you don't have any restriction on boundary construction there. Therefore, we have to assume that the state building code is valid and the garage may be built on the boundary - as the state building code prescribes.
It's just annoying when a layperson treats their own interpretation of something as definitive and the original documents are not shown. But since nothing is stated about that, as you say, the state building code applies.

I have not overlooked the plan and can read it. I do not see any prescribed garage placement there. So it should also be possible where I suggested. Maybe there is something about that in the text version of the development plan, but you are not showing it to us.

Be careful with your floor plan to ensure the living room doesn't get too little space. You currently always circle around the dining table to get to the couch. Also keep in mind that the furniture in the programs is often a bit too small. I could come to terms with the rest of the house.
