: You need to look into the Saxony State Building Code. Without guarantee, version from 2014:
§ 61 Procedure-free construction projects, removal of installations
(1) Procedure-free are 1. the following buildings:
a) single-story buildings with a gross floor area of up to 10 m², except in non-urban areas,
b) garages including covered parking spaces with an average wall height of up to 3 m and a gross floor area of up to 50 m² per property, except in non-urban areas,
Under the cautiously formulated assumption that I interpret this correctly, garden sheds up to 10 m² floor area and garages/carports up to 50 m² per property are completely procedure-free, i.e., they are not subject to the requirements of the development plan, unless the development plan explicitly states that it overrides the aforementioned regulation.
Nevertheless, I would recommend consulting a local architect; they can answer that quickly for you.
