My parents have not cleaned their shutters from the inside for over 30 years and they are not really dirty. After this time, however, one could also take them out / remove them from the guide and clean them.
We have a patio door with a fixed half section, a total width of 3m, and next to it a 3m wide fixed-glass window. The frames are somewhat slimmer, which, however, does not stand out negatively. By the way, this is our favorite window.
Would the cost savings of a fixed glazing possibly justify it?

That's right! I myself had in my old property one operable sash next to a fixed sash. The roller shutters inside looked correspondingly unused - stiff, dirty, unattractive. However, all windows could be cleaned.
Anyway. A fixed window might not be noticeably noticeable visually, but you still take away the possibility of creating an exit there. Do you already know that you will never want to step out or in through this house here? Do you want to make cleaning the roller shutters difficult for yourself?
