My main argument for fixed glazing would not be the - small - savings, but the safety aspect.

Security? I don't understand? Is it about burglary protection? Or running against it?

If burglary protection: then you have to completely fixed-glaze everything, the burglar needs no more than 1 window.

So in my opinion, burglary protection. If everything is fixed glazing except one window, that one is simply easier and cheaper to protect than if all of them can be opened... You don't need more than one door (within a few meters) to get into the garden...

The issue with running counter is of course an argument against the (frameless) fixed glazing that I have also painfully experienced
