Where did I overlook the site plan?

It’s not about me intercepting his, but him intercepting mine. Because of the slope from west (him) to east (me).

Attached are the site plan and two views. There is no document declared as an elevation plan, not even in the development plan.

Just had North twice. Here again the west and south view. My finished floor top edge is 197.00

Ah, sorry, I misunderstood. In the pictures, the original terrain on his side looks a bit higher, but for him to be lower than you now, he would have had to excavate or the original terrain would have to slope much more steeply on his property than on yours. I would just request an inspection from the building authority if you can't access any other topographical maps. Unfortunately, I don't have much regarding heights, etc. I'm more inclined towards legal assessments ;)

So summary:

If you have not changed the existing terrain on your property and the height difference on your land is minimal, there are, as already mentioned, only two remaining options:

1. The terrain on his property would be steeper. However, that does not explain the height difference of 30 to 50 cm at the boundary.

2. He has applied some fill to make his entire property level.

I consider option two more likely upon reviewing your pictures again.

Now it is necessary to prove that he leveled his terrain by adding fill. This would then obligate him under § 17 SächsNRG to organize/pay for the support.
