I do think that a counter-running shed roof would be possible. However, the idea is more to build the large window front facing south, because of the light effects.

That would then also make the consideration of a (possibly planned for later) solar system irrelevant, right?

Yes, the idea was a house that has straight walls on the upper floor, with as high ceilings as possible – and that as a compensation, a single-story balancing area would be built on the side – preferably with a (unfinished) gable roof as attic. Is this possible, or would the balancing area need to be equipped with a flat roof?

The disadvantage of the shed roof would be that (with the planned southwest orientation of the large window wall) it would later hardly be possible to install a solar system in a meaningful way (on the roof area sloping to the north).

That has little to do with Lower Saxony, but corresponds to nationwide state building codes.

Where the development plan prescribes gable roof houses _and_ a recessed floor (SG) is not explicitly excluded, this option is suitable and is mostly approvable. If and insofar as it really is a recessed floor; among other things, the exterior walls (AW) of the SG do not sit on an AW of the ground floor.

A building with an SG, however, is not a townhouse in the common sense, but a cuboid with approximately a half-story (about 66% of the ground floor area) as the last full floor. Some have a shed roof, others double-pitched roofs, again others a flat, tent, or hip roof. In one of the latest building projects, we proceeded because an SG did not provide the required space and practically built a half attic with a gable roof; however, on a two-story building. What I want to say with this is that it depends not only on the development plan but also on the willingness of the clerk at the responsible building authority _and_ how you approach them.

Our house - see picture - was initially also planned as a city villa with a gable roof, since we knew from the beginning that sooner or later a photovoltaic system would be installed on it. However, we absolutely wanted 2 full floors. With some redesign of the initial drafts (e.g. a longer side) and adaptation to a slope, a rather classic house emerged – but with 2 full floors. By the way, the back of the house looks like a one-story building due to its adaptation to the slope.

Many things are possible. Incidentally, I have often read here that a hipped roof is also not bad for photovoltaics. You have three sides for the modules – east, south, west – and thus possibly better yields in the morning and evening hours than with pure south orientation.

I like the house or rather both houses. However, the front house is certainly not in the sense of builders who want to build a city villa (as offered by BUs).
