Regarding 1 and 2, I would agree with you, at least 1 does not contradict my statement, I think.

As I said, the companies, as they themselves told me, assign the KfW shares externally to other surveyors or architects who can then handle it. Since they rotate (to e.g. 2-3 different ones) and do not always use the same person, this seems to work well.

If you want to arrange this differently personally, it will certainly be possible after consultation, for example by specifying a particular surveyor.

This was about the subsidy for construction supervisors. So Program 431. You submit the invoice and application to KfW after completion of the measure and receive the grant paid out.
With the repayment grant in KfW 153, however, you are right, it is offset against the outstanding loan balance after the measure is completed.

Good morning,
I am an expert and offer these construction supervision services.
When selecting an expert, one should ensure that they are publicly appointed and sworn in. Only through this is full neutrality guaranteed.
Due to the public appointment, the expert is also regularly required to attend specialized seminars related to their area of appointment.
When calculating the costs for building or buying a house, the expert fees are relatively low, sometimes less than 1 percent of the construction sum.
My experience in my job is that I have to detect damages or incorrect workmanship on almost all construction sites. When one (not all!) construction managers or architects are confronted with incorrect planning or execution, most of them are completely surprised and unfortunately do not admit their fault. When I detect errors/damages, these are presented with the respective regulations as well.

Our experience:

1. what costs nothing is nothing
2. the experts have different focuses (one is good at floors / tiles / sanitary installations, the other is good at shell construction / statics)
3. often the answer to the question, "is this according to the recognized rules of technology": well, you can do it that way. But...
4. the usual 4-6 visits are far too few!!!

We invested about €3,000 for a condominium and first worked with an association, then did the apartment acceptance with a freelance expert (recommended).
The common property (I was entrusted with the acceptance) on top with about €850.

Conclusion: next time, I would probably look for an office where several specialists for different areas work. As well as a trusted retiree with corresponding training who checks once a day nearly. But then the tenant association has to cooperate again...
