Have you ever looked at the reasoning behind the development plan: In WA 4, in addition to the single-storey requirement, a corresponding building height of 5.50 meters is set. This ensures, besides the possibility of implementing a generous ceiling height, at the same time that no top floor set back from the outer walls of the building (stepped floor) is constructed. This would not correspond to the urban planning objective of a descending height staggering. However, the construction of a parapet is possible with this building height. Yes, at least I can think of nothing speaking against it. It just gets a bit tight with the 5.50 m. Although it is not desired by the urban planners, IMHO it is not preventable with the stipulations. It just gets a bit tight with the 5.50 m. You would probably have to partly dig the house in. It probably looks very modest. But the plot is large enough to build a nice bungalow. If you see it differently, then it is the wrong plot; then you have to choose something from WA5.

@ [B]: [/B]Yes, the driveway would be at the bottom right. I was thinking of a double garage, possibly a bit bigger: 6x7m, and one parking space in front would be enough for me. I want to try to have as much space as possible at the back, instead of paving at the front or something like that.

Clear room height approx. 250x2 plus 2xfloor structure plus base plate plus roof structure ... that definitely puts you over 550 cm.

How many cm is the floor construction on average and the base plate, the roof in this case flat roof?

Ground structure ... 25 to 35 cm x 2 are already 50 to 70 cm.

My Virtual Architecture program calculates with a standard floor height of 285, so including the floor = 570 without the base plate and roof.

Forget about creating 2 well usable levels at a total height of 550 cm.

Well, maybe one could do something with a split-level here and "bury" part of the house by 1m, thereby achieving 2 floors in this part without exceeding 5.50m. For example, utility room, guest room, office slightly lowered, living room, kitchen on ground level, and bedrooms above utility room, guest room, office. But to what extent this conflicts with a max. 0.5m basement above sea level is of course questionable.
