Well, for rooms that are not or rarely used, e.g. [Gäste Zimmer] etc., it does make sense to regulate them as well.

But only if the goal is to sell/install more technology. Otherwise, a regulation for rarely used rooms is just as pointless. (at least from the physical-technical side). Provided that the surrounding rooms are regularly inhabited/used and everything is within a heated envelope.

Usually not, because if you turn down the heating in that room, the adjacent room heats it as well.

So normally, FHB is also equipped with valves during construction. I don't know a single construction site where there are no room thermostats or valves. Slow or not. Whether it is residential buildings or single-family houses.

When building with KFW, individual room control is even mandatory as far as I know.

The ERR still doesn't make much sense. Install it because it's required. Whether you then use it later or take it out of service doesn't matter to anyone.
