It's just an apartment.... I don't think I can move everything completely arbitrarily. Aren't there any problems with the water connections of the kitchen, etc.?!

You have water at the indicated locations in the bathrooms. Those are a fact. And as long as you don't plan a toilet somewhere, you can have water pipes laid from there. Nowadays, they are laid under the screed.
The apartment was just designed, right? In the shell? Screed isn't laid yet?
Then you are relatively flexible up there.

Ah ok.
The construction site is currently on the 2nd floor.

I have also thought about relocating the kitchen - to where the guest WC is currently planned. The connections would also be there. The bedroom would then be where the kitchen is now and possibly swap with the 3rd room (if that is not a load-bearing wall between the kitchen and the 3rd room) - so a larger bedroom directly next to the bathroom and the 3rd room adjacent to it. Currently, there is no child yet, right? This way, there would be some distance from the living area - I always find that quite pleasant. And as the "icing on the cake," the living/cooking/dining area would really be connected. Connections for the kitchen are where the guest WC is planned now, so it should not be difficult to simply plan the stove and sink there (possibly on an island?) and the dining and living areas would have access to both roof terraces.

More or less - I don't know if it will work because the sketch is unfortunately not to scale.

If the wall between the kitchen and the 3rd room is load-bearing -> bedroom instead of kitchen.

The advantage of relocating the kitchen is that it would then be directly next to the lower roof terrace, and you wouldn't have to go through the whole apartment for a glass of wine. And if you're allowed to grill on the terrace too - even better to have the kitchen right next to it!

If no child is planned, I would use the 3rd room as a utility room and plan to put the washing machine and dryer there. Office/guest is still possible. You don’t have to do laundry when a guest is there.
