I actually took that walk a few days ago :) If anything, privacy strips would be added to the fence, which would then be opaque. What exactly is the difference between a lawn and a meadow?

  That is a total sacrilege against the environment! And ugly, because it doesn't fit with nature. Anyone who has such things around here doesn't make any friends**. A meadow has weeds and wildflowers… **… but I'm out of here with my tips!

Garden is not what you are planning there.

100 euros per sqm for paving including materials and installation seems too cheap to me.
Note the instructions from the general contractor on how the terrace must be constructed towards the house.

Splash protection strip is missing
You mentioned gabions but did not list any costs

Meadow contains wildflowers, herbs, grasses like red fescue, German ryegrass, smooth brome, meadow foxtail, what lawn lovers would call fodder for livestock.
Roots go deeper, do not need to be kept short permanently, are not so sensitive to drought.
As a barefoot/play area I would not sow wildflowers and herbs. It will never be as soft as a perfect golf lawn.

Plants can sometimes be obtained on Ebay for pick-up, free cuttings, offsets, divisions among friends/acquaintances, neighbors, relatives.
Norma, Aldi, bargain markets sometimes have quite good prices.

Remove turf and sow yourself.
Remove gabions
Own work
are the saving points

Google for microclimate improvement e.g. Nabu or get the Kraut und Rüben magazine from 1-3/2021. Hot summers that heat the terrace and house are increasingly becoming an issue. With clever design much can be improved

Searching eBay Classifieds or neighborhood for plants is really a good tip: free plants are always the cheapest.
We have paid quite a lot for trees (150-500 €) when they were supposed to be already 2.5-3m tall. Two weeks ago I heard that a house in the neighborhood was sold. The new owner needed space in the front yard for containers and I was allowed to dig up two 3m tall columnar yews. Borrowed a trailer from my father-in-law and the neighbor helped a bit. We planned to buy some anyway and would have paid about €120 per piece for 1.75m plants. 2.5-3m tall specimens cost even €280 each. So we saved good money again.

What did I do to offend you so much? I do hope you mean the fence comment ironically  What's so bad about wanting privacy in your garden?

And I definitely don't want weeds, I'd rather have a nice (self-seeded) lawn.

So let's sum it up: tastes differ - and that's a good thing. Not everyone wants a maintenance-intensive garden with plants, shrubs, etc. It's just a pity that apparently having a minority opinion leads to immediate hostility.

Doing it yourself saves a lot of money but often the result won't match the quality of professionals - so it's a matter of weighing options.
The tip about Eb**Classifieds is good, I'll definitely check that out.

There is now also very realistic-looking artificial turf. I would take a look at it for a garden on the priority list.
