Affordable garden in new construction - how to proceed best?

There are grass mixtures that withstand drought, that don't need to be mowed for weeks in summer, but weeds appear and you have to sow and water yourself

Do you have tips for specific products/varieties?

I have the one from Kiepenkerl Sunny Green.

Once it has grown in, it really withstands heat and drought. However, until it has grown, I had to reseed a few times. It is nothing like golf course grass. It is simply green.

I didn't have to scatter clover separately. It came all by itself. I like the clover blossoms. Always full of bees. Unfortunately, mother-in-law (our garden, which she can also use because everything at her place is properly sealed) always mows everything down really fast. I have no chance; she mows when I'm at work. At least I manage to postpone the mowing to every 14 days. For years, I've wanted to plant our long and narrow strip from the house to the public path somehow. So far, there are actually only pebbles in it. West side and sandy soil. Does anyone have ideas?
