No, gas + solar is still possible; it just becomes _much_ more expensive than before to comply with the energy saving ordinance. With increased effort (more insulation => primary energy demand), gas as a heat carrier is (even) less interesting compared to electricity. Rhineland greetings

I am just trying to understand it. It would be annoying to find out later that one could achieve about KFW 40 with a KFW 55 shell and a "affordable" storage or technology.

It remains an exciting topic and I hope we make progress here soon or set the right course.

A significant change is that the reference building previously only applied to the primary energy demand, but as of 01.01.2016 also applies to the transmission heat loss.

KFW70 has always referred to the reference building.

KFW70 is 30 percent better in primary energy demand than the reference building and 15 percent better in transmission heat loss.
Energy Saving Ordinance 2016 is 25 percent better in primary energy demand, but in transmission heat loss exactly the reference building must be met.
Thus, KFW70 is stricter in both criteria than Energy Saving Ordinance 2016. The reference building is also not particularly strict compared to today's building standards. For example, the U-value of the exterior envelope is 0.28 W/(m²·K).

I am currently having the [Energieeinsparverordnung] calculation done. I am curious if it will be sufficient for [KFW 55] according to the new requirements from 01.04.16. Contractually, [KFW 55] standard [Energieeinsparverordnung 2014] is guaranteed. Do you think 20cm mineral wool insulation WLG 035 - top floor ceiling to unheated roof is OK?

For KFW55 somewhat low, but can be compensated by other components. KFW55 according to the Energy Saving Ordinance 2014 is still the valid KFW program and the still valid Energy Saving Ordinance.

There is no separate Energy Saving Ordinance 2016. When people talk about it, they mean the changes already laid down in the Energy Saving Ordinance 2014 effective from 01.01.2016. At least that's what one should assume, because there is no new Energy Saving Ordinance 2016 law.

On the contrary, from 01.04.2016 there are even simplification procedures, which among other things allow easier proof (e.g. regarding thermal bridge minimization - 0.035 instead of 0.05 by following the WB catalog).
